Inviting the Artists For Philately Division Of DOP

Philately Division, Department of Posts invites creative artists with the experience of conceptualizing and designing philatelic items for empanelment. 

1. OBJECTIVE

• RFE is floated for enhancement of existing pool of empanelled artists by Department of Posts for conceptualization and designing of postage stamps and other philatelic material. 
• RFE invites Artists for empanelment (residing in Delhi and adjoining areas) having passion, creativity and experience for conceptualizing and designing of Commemorative Postage Stamps, Customised My Stamp and other Philatelic items” 
• RFE invites the artists for stamp designing work who have a flair for coming up with creative and unique designs, creating good ambience, balanced in nature and artistically valued 
• Empanelment thorough RFE is valid for a period of 5 years and further extendable for another one year

2. QUALIFICATION/ELIGIBILITY FOR EMPANELMENT OF ARTISTS 

    The RFE intends to empanel the Artists with the following qualifications 

A. Essential Qualification 

a. One year of practical experience as an artist in an advertising or corporate firm or a free lancer with expertise in preparation of designs/layouts of pamphlets, posters, maps, free hand lettering work in English and Hindi 

b. Proficiency in the usage of design software such as Adobe Photoshop, Light room Coral Draw, CAD (Computer Aided Design) etc. through self-certification. 

c. Must not be blacklisted by DOP or any other government department in the last 5 years ( Self Certification ) 

d. Letter of Recommendation from the Head of the Institution/Head of the Organization/Eminent Artists. 

B. Desirable 

a. Bachelor’s Degree/Diploma in Commercial Arts or Fine Arts from a Recognised University/Institute

b. Experience and proficiency in at-least 2 types of hand painting from major streams like oil, acrylic, water colour, pastel etc.  

c. Must have contributed to the field of art and creativity through artistic creations ( 5 best work to be shared ) 

d. National and International recognition received in last five years

3. SCOPE OF WORK 

a. The empanelled artists will be allotted the work of design of stamps and other philatelic products, namely, Commemorative Postage Stamps (CPS), Customised My Stamp, Special Covers, First Day Covers, Information Brochure, Cancellation Cachet, Miniature sheets, Maxim Cards and any other Philatelic items. Details of such philatelic products are available online (www.postagestamps.gov.in) 

b. The work allotted includes research on the subject, procurement of relevant pictures (optional), preparation of design, iteration in design and preparation of final artwork. 

c. The empanelled artists need to be available for digital consultation on a case to case basis and need to travel to Postal Directorate, New Delhi for discussions. 

d. The empanelled artists should own the required hardware, software and artistic tolls for the preparation of designs. 

e. Time period for completion of job will be 2 to 3 weeks from the date of award of commissioning. However, in exceptional circumstances, the Artist may be asked to prepare and share the artwork within a timeline of 2 to 3 days also. 

f. If the Artist delays the work without any justification or fails to complete the work, Department may terminate the empanelment in addition to debarring from future participation in Department of Posts. 

4. SELECTION PROCESS 

    For all the entries received in response to this RFE, the artists who are found eligible in consonance with Para 2 above, will be evaluated and selected by a committee of Experts/Officers on the following parameters: 

a. Educational qualification - 20 

b. Artistic value of the work done in the past - 30 

c. Knowledge and proficiency in the use of design software - 20 

d. Awards or recognition received - 20 

e. Letter of recommendation - 10 

The applicants who scores more than 60 marks in the evaluation process will be considered fit for the empanelment. 

5. Payments 

1. For each artwork, the artist will be paid commissioning and adoption fee as per approved rates of DOP. 

2. For each job work, completed to the satisfaction of the competent authority, payment will be done within a period of one month from the date of submission of bills. 

3. For any deficiency of service (design, timeline etc), DOP may impose a maximum penalty of 25% of the payment, due in each case. 

6. SUBMISSION OF DOCUMENTS 

A. Artists participating the this RFE, must submit all the documents ( Specified in Para 2 above) in a cover (sealed) along with Annexure 1 and Annexure 2 

B. Each document must be signed by the prospective artist 

C. Application for empanelment along with all required documents in hard copy must reach the office of “ADG (Philately), Room No. 322, Dak Bhawan, Sansad Marg, New Delhi -110001.” on or before 08/08/2022 till 17.30 Hrs.  

D. 7. Terms and Conditions 

A. Department of Posts reserves to itself the right to reject any or all the RFE/ offer or extend the date and time, submission or opening under its sole discretion without assigning any reason whatsoever thereof. 

B. Department of Posts reserves to itself the right to reject the conditional offer/ RFE without assigning any reason thereto. 

C. Department of Posts reserves to itself the right to reject any or all the offer/RFE without assigning any reason thereof and to call for any other detail or information from any of the Applicant (s) 

D. The prospective Artist need to submit an undertaking for correctness of information ( Annexure 2 ) and non involvement in any anti national or anti government activities.
