Subject: Switchover of uniform of Postmen and Group D staff from blue to khaki

Sir/Madam,

I am directed to invite reference to this Directorate letter of even number dated the 9th December, 2009 wherein a decision taken by the Postal Services Board was conveyed regarding the switchover to Khaki colour uniform for eligible categories of Postmen and Group D staff. In this letter, it was also mentioned that proposal to revise the design of the uniform was under consideration.

The new design of the male shirt has been finalized and a picture, of line drawing for the same is enclosed and is also being e-mailed to you. There is also a provision for India Post Logo and plastic name plate. The design of the trouser shall remain the same. The new design of the Shirt is given as under:

1. Khaki colour shirt with cloth as per DOPT specification. It shall have two pockets with cover flaps. Sleeves with full/half to be decided by the Heads of the Circles depending on the local climatic conditions. The left side pocket shall have a provision for keeping pen.

2. The India Post Logo of 14X7 cm size as shown in the picture shall be got stitched just above the left pocket. A sample of the Logo embroidered on the khaki colour patch of cloth is forwarded herewith. This shall have to be stitched with the matching thread just above the left pocket. A sample of the patch of cloth with Logo is also being forwarded to the PSDs. Adequate number of patches of the same material of size 18 X 11 cm as being supplied for the uniform shall be got prepared locally by the PSDs concerned and supplied alongwith the uniform cloth. It has to be ensured that the patch cloth and the uniform cloth conform to the same colour, thickness and texture. These have to be from the same lot of cloth. Necessary instructions to the PSDs under your control may be issued accordingly.

3. The plastic name plate of standard size with black background and name inscribed in white (in bilingual) shall be affixed just above the right pocket on the two thread eyes/fasteners to be got stitched as shown in the picture to be used for fastening the pin. The distance between the two thread eyes/fasteners should be at such a distance that the name plate pin is properly fitted and does not get loose In case of female employees, the uniform shall be khaki blouse/ saree or Salwar/Kameez with khaki dupatta. The India Post Logo of the size as for male employees shall be got stitched on the right blouse sleeve or shirt sleeve 5" just below the shoulder. The plastic name plate shall have to be affixed on the saree palloo/dupatta on the left side.

Since the colour of trouser/shirt for male employees and blouse/saree or salwar/kameez and dupatta for female employees is being changed to khaki, the colour of the socks and woollen sweater and other accessories shall also henceforth be khaki for both male and female employees.

The uniform cloth both for male and female employees shall be procured by the circles strictly as per specifications laid down by the Deptt of Personnel & Training (DOPT). It may also be ensured that the instructions regarding the design to be followed are communicated to all concerned for strict adherence. The procurement of Plastic name plates shall be made by the circles at their own level within the funds allocated for uniforms after following the necessary codal formalities. Only one plastic name should be provided to the employees at the initial stage. It shall be mandatory for all employees to wear the uniform in its new design with the India Post Logo as well as plastic name plate.
