Shipping to the European Union via India Post: Everything You Need to Know About the November 2026 Rules

If you operate an e-commerce store, export artisan goods, or regularly send mail to Europe through India Post, there are major operational updates you need to know.
The Department of Posts (Ministry of Communications, Government of India) has issued official guidelines outlining new customs compliance rules, technical booking requirements, and fee revisions for international mail articles destined for the European Union (EU).
Here is a clear breakdown of what has changed, what you need to provide, and how these rules affect your shipments.

1. Mandatory Product Identifiers (PIDs) for B2C Shipments
For all commercial B2C (Business-to-Consumer) shipments valued up to €150, shippers must now provide Product Identifier (PID) details at the sub-piece/item level.
 * Add-on Requirement: This PID data does not replace existing paperwork; it must be supplied in addition to standard customs declarations (item description, HS code, weight, declared value, and country of origin).
 * Exemptions: PIDs are not mandatory for B2B shipments or genuine personal shipments marked as "Gifts."
 * Compliance Warning: Genuine gifts remain exempt, but misdeclaration or submitting incomplete customs information risks carrier penalties, customs levies, or items being returned to the sender at your own expense.
The Three Types of Product Identifiers
When preparing line items, familiarize yourself with these three PID categories:
 * Merchant PID (M-PID) – Mandatory at line-item level
   An alphanumeric code assigned by the seller or online marketplace (e.g., your internal SKU, ASIN, or product catalogue reference).
 * Non-Standardized Manufacturer PID (NS-PID) – Mandatory at line-item level
   An alphanumeric identifier provided by the manufacturer or supplier (such as a model number or style code). If one does not already exist, the manufacturer/seller must create one.
 * Standardized Manufacturer PID (S-PID) – Mandatory if available
   Internationally recognized commercial identifiers such as GTIN, EAN, UPC, or ISBN. For instance, published books must carry an ISBN under this field whenever present.

2. Shipments Valued Above €150
For commercial consignments exceeding €150:
 * Senders must furnish a comprehensive customs declaration containing detailed item descriptions, precise HSN codes, verified country of origin, and any required export/import licenses or supporting regulatory documents.
 * Delivery Duty Paid (DDP) or Postal Delivery Duty Paid (PDDP) availability will depend strictly on destination country-specific agreements within the EU.

3. New Customs Handling Fee
 * Fee Structure: A flat customs handling fee of €2 per line item/HS code applies to all commercial shipments regardless of declared value.
 * Taxes & Duties: This fee is collected in addition to standard destination import duties and local VAT.
 * Gift Threshold: Genuine personal gifts valued up to €45 are exempt from this €2 handling fee.

4. Temporary Service Suspension to Four EU Destinations
Due to new EU customs framework mandates requiring an EU-registered third-party declarant, commercial parcel services (both IOSS and non-IOSS) have been temporarily suspended to the following countries:
 * πŸ‡©πŸ‡ͺ Germany
 * πŸ‡¦πŸ‡Ή Austria
 * πŸ‡©πŸ‡° Denmark
 * πŸ‡ΈπŸ‡ͺ Sweden
If you have active commercial orders bound for these four nations, pause postal dispatch until India Post announces the resumption of operations with a registered declarant partner.

5. Technical & Counter Booking Updates
The Centre for Excellence in Postal Technology (CEPT) has updated the counter booking software to capture itemized PID fields and automate the €2 per-line customs handling fee as part of the booking workflow.

Preparing for Your Post Office Visit
 * Prepare Line Items in Advance: Have your M-PID (SKU), NS-PID (style/model), and standard identifiers (ISBN/EAN/UPC) written down alongside your HS codes before heading to the booking counter.
 * Verify Gift Status Carefully: Ensure shipments marked as gifts meet non-commercial criteria to prevent unexpected delays or fines at EU border customs.
